Do all cheaper drones have smaller batteries?

I noticed the average amount of fly time for cheaper drones is only 30 minutes tops. I was trying to find something that lasts at least an hour but it seems to be impossible for what I want in terms of other features, at least not in my price range. Everyone I asked about this just said to get an extra battery. Is that really the only option without spending a lot more money?
